In those free Beta3/4 cases you would still need to buy the base game + sub after release. As a second option, you can try getting a free Closed Beta3 key, once they are given out, from other backers or wait till Open Beta4. If you want to play CU and give feedback: I recommend to get the 35$ "Basic Builder" for Beta2 access and wait for Beta1 gameplay footage to watch. There will be more lower tiers once the store changes to Citizen Tiers.
